Streszczenie

Praca w więziennictwie związana jest z wysokim ryzykiem występowania zdarzeń zagrażających bezpośrednio zdrowiu i życiu kadry zatrudnionej w jednostkach penitencjarnych, szczególnie tej wykonującej swoje obowiązki w bezpośrednim kontakcie z osadzonymi. Jednym z zasadniczych elementów pozwalających na dostarczenie wiedzy o stanie bezpieczeństwa na terenie jednostek organizacyjnych więziennictwa jest między innymi statystyka dotycząca napaści osób pozbawionych wolności na funkcjonariuszy i pracowników Służby Więziennej. Dane statystyczne udostępnione przez polskie więziennictwo wskazują, że liczba zdarzeń zagrażających życiu i zdrowiu personelu realizującego czynności służbowe w ostatnich latach znacząco wzrosła. W artykule poddano analizie dane dotyczące napaści na funkcjonariuszy i pracowników Służby Więziennej dokonywanych przez osoby pozbawione wolności w latach 2009-2020 oraz przedstawiono wybrane regulacje ochrony prawnej przysługujące funkcjonariuszom publicznym.

Security of the staff of penitentiary units − attacks on officers of the Prison Service in 2009-2020

Summary

Work in the prison system is associated with a high risk of events that directly threaten the health and life of staff employed in penitentiary units, especially those performing their duties in direct contact with inmates.One of the essential elements allowing the provision of knowledge about the state of security in prison organizational units is, among others, statistics on attacks on officers and employees of the Prison Service committed by persons deprived of liberty. The statistical data provided by the Polish prison system indicate that the number of life and health-threatening events for staff performing official duties has increased significantly in recent years. The article presents an analysis of the scale of attacks on officers and employees of the Prison Service committed by persons deprived of liberty in the years 2009-2020 and presents selected regulations of legal protection for public officials.
