Streszczenie

Pandemia COVID-19 spowodowana zakażeniem wirusem SARS-CoV-2 wpływa na reorganizację funkcjonowania społeczeństwa w przestrzeni publicznej. Kolejne fale epidemii skutkują wprowadzaniem obostrzeń epidemicznych, powodujących szereg ograniczeń w sferze życia społecznego, a w szczególności w wymiarze ekonomicznym (gospodarka narodowa, handel, przepływ towarów i usług) oraz kulturowym. Pandemia COVID-19 stała się tematem, który na wielu płaszczyznach zdominował debatę publiczną. Znacząca większość usług świadczonych przez administrację publiczną oraz sektor gospodarczy i kulturalny zaczęła być wykonywana z wykorzystaniem Internetu. Niniejsze uwarunkowania mogą w bezpośredni sposób przyczynić się do wzrostu przestępczości. Mając na uwadze powyższe, autor podjął próbę naukowego zbadania skutków obostrzeń epidemicznych na dynamikę przestępczości na terytorium Rzeczypospolitej Polskiej. W niniejszym artykule ograniczenie sprowadza się do oceny wpływu obostrzeń epidemicznych na rozmiar przestępczości stwierdzonej o dużej społecznej szkodliwości oraz jej zapobieganiu. Analizie poddano przestępstwa stwierdzone na terytorium Rzeczypospolitej Polskiej z podziałem na województwa. Prezentowane treści dotyczą przedziału czasowego od 2019 r. do 2020 r. Stanowią zatem przyczynek do rozpoczęcia interdyscyplinarnych rozważań w zakresie wpływu pandemii COVID-19 na życie społeczne, gospodarcze oraz uwarunkowania bezpieczeństwa społeczeństwa.

The impact of epidemic restrictions on the dynamics and type of crime in Poland during the COVID-19 pandemic

Summary

The COVID-19 pandemic caused by infection with the SARS-CoV-2 virus affects the reorganization of the functioning of society in the public space. Successive waves of the epidemic result in the introduction of epidemic restrictions, causing a number of restrictions in the sphere of social life, in particular in the economic (national economy, trade, flow of goods and services) and cultural dimensions. The COVID-19 pandemic has become a topic that has dominated public debate on many levels. The vast majority of services provided by the public administration and the economic and cultural sector began to be performed with the use of the Internet. These conditions may directly contribute to the increase in crime. Bearing in mind the above, the author made an attempt to scientifically investigate the effects of epidemic restrictions on the dynamics of crime in the territory of the Republic of Poland. In this article, the limitation is reduced to the assessment of the impact of epidemic restrictions on the size of identified crime of high social harmfulness and its prevention. The crimes identified in the territory of the Republic of Poland were analyzed by voivodship. The presented content covers the time period from 2019 to 2020. Therefore, they constitute a contribution to the initiation of interdisciplinary considerations on the impact of the COVID-19 pandemic on social and economic life as well as the conditions of social security.
